SC2HEX.EXE is a simple utility program written in Visual
Basic that will allow you to "hex edit" your saved
SimCity 2000 .SC2 city files (both DOS and Windows) to
change the amount of remaining funds.
There are seven simple steps to using the program:
1. Click on the drive box to select the drive where your
   files are stored.
2. Click on the directory box to select the directory where
   your files are stored.
3. Click on the file box to select the file that you want
   to change.
4. Click on the read file button and you will be presented
   with a display of current values.
5. Select the money value that you want.
6. Click on the write file button to save these values to disk.
7. Click on the exit button to terminate the program.

To install this program in a Windows Program Group with an icon,
do the following steps:
A. Copy SC2HEX.EXE to your SC2000 or SC2K4WIN directory.
B. Open the Windows Program Group where you want the icon.
C. Click on File-New-Program Item-OK from the Program Manager menu.
D. Enter SC2Hex in the description box, tab to the Command box
   and click on browse.
E. Locate and select SC2HEX.EXE and click on OK.

NOTE: This program requires that you have the file
VBRUN300.DLL in your WINDOWS/SYSTEM directory.
