- You omit the fact that agriculture didn't build the State Water Project,
- the State did.

- The problem with water in CA, and in any coastal state at least, isn't
- drought, but public policy. Water finance and delivery is monopolized
- or subsidized at the municipal level. In many places, service is so bad
- that bottled-water companies make fortunes in spite of these coercive
- barriers to entry.

- sold. What we don't have is public policy that permits a free market in
