  25. You omit the fact that agriculture didn't build the State Water Project,
  26. the State did.

  28. The problem with water in CA, and in any coastal state at least, isn't
  29. drought, but public policy.  Water finance and delivery is monopolized
  30. or subsidized at the municipal level.  In many places, service is so bad
  31. that bottled-water companies make fortunes in spite of these coercive
  32. barriers to entry.

  34. We have plenty of water in the Pacific Ocean that could be desalinated and
  35. sold.  What we don't have is public policy that permits a free market in
  36. water.
