  28. Clinton did promise to make the economy a central issue. But he also _did_
  29. promised to lift the ban on gays in the military, and he _did_ promise
  30. to repeal the gag rule.  So far it appears that he is trying to fulfill
  31. on the promises which helped to _bring_about_ his election.

  33. Whether they are "controversial" or not is irrelevant; just because they 
  34. are controversial issues does not mean that acting on the issues should be 
  35. put off.

  38. more valuable.
