  24. The use of the feminine pronoun "her" merely reflects the fact that the ratio
  25. of unknown fathers to unknown mothers of illegitimate children is immense.
  26. In the unlikely case of a known father and an unknown mother, where the father 
  27. is unwilling to "point the finger", the same penalties would of course apply 
  28. to the father as would to the mother in the reverse scenario.
