- I can't speak to the Civil War possibilities of a state of Franklin, but on
- June 2, 1784, the North Carolina assembly ceded its western territories to the
- United States. On November 20 this motion was repealed because the so-called
- state of Franklin was seeking independent status. The people involved with the
- creation of a state of Franklin actually negotiated with the Cherokees and
- signed a treaty with them granting them space. That treaty was aborted in
- November of 1785.

- Tennessee was admitted to the Union in 1796, so the issue pre-dates statehood
- and certainly secession. It's possible, of course, that such an attractive
- name for a state would be easily revived in time of crisis.
