- Thomas Oliphant's op ed column in today's Boston Globe expresses the
- view that there is no way Congress will stop the ban from being
- lifted. One point he makes, that I was unaware of, is that the House
- of Representatives has rather strict rules about amendments having to
- be germane to the legislation they're attached to. (The Senate has no
- such rule, but such an amendment would have to be passed by both
- houses to have a chance to become law.)
