  25. seen posted in this group.

  27. There are procedures to terminate parental rights of any abusive parent.22

  29. With regard to rape and special case situations I still feel notification
  30. should apply if the rapist is known.  (Of course there have to be
  31. exceptions for cause, but a hearing should be made and the mother
  32. should be on record, under penalties of perjury.)  It is not acceptable
  33. for a mother to have the choice, by herself, to eliminate any father
  34. from any child`s life.  The Supreme Court has previously said that
  35. parental rights are more precious than property rights and I agree
  36. with that.
  37. There is a difference between giving a female total control over a
  38. fetus and child.
  39. I would love to see a rapist stuck with 18 or more years a child support
  40. payments.  Maybe that might make them think twice about rape!
  41. I see nothing wrong with limiting a rapist`s rights to visitation,
  42. custody, etc.  (Providing there is a court hearing)

  44. I also believe that to be eligible for any welfare payment because of
  45. the presence of a child, paternity must be established and support
  46. order required.  (Of course, exceptions for cause.)
  47. It is time to make individuals responsible for their actions and not
  48. society in general.
