  23. This is an irrelevant bait-and-switch argument.  You can't prove that
  24. the Spacelab budget steals from Freedom's integration-testing budget.

  30. If you want to have a discussion about integration testing, fine, but
  31. that's not the subject here and I can't see how it connects to a
  32. program of getting your experiments, and experimenters, ready to use
  33. Fred's laboratories.
