  23. Infallibility of the pope is only believed to be in evidence when he speaks,
  24. "ex cathera" (from the church?).  I believe that happens very seldom.  A papal
  25. bull is essentially one man's opinion.  Ordinary fallibility reigns at all
  26. other times.
