  12.   How about passivating your aluminum panel surface with thin film
  13. diamond?  Thermal conductivity near room temperature is five times
  14. that of copper, and it's a very good insulator.

  16.   Barring that, a diamond filled epoxy would probably do the trick.
  17. They use industrial diamond (abrasive grade) so the cost isn't too
  18. outrageous.
