  18.      I've lived north of Rocky Flats for almost 20 years now. I'm sure
  19. that they consider plutonium valuable, too, but that sure hasn't
  20. prevented a number of releases. Estimates of plutonium in the ventilation
  21. ducts have resulted in figures in excess of 60 pounds. It would appear
  22. that value of the material alone isn't enough to guarantee proper handling.
