  43. Since the radar is Doppler based; wouldn't the ECM device have to be
  44. a transponder... with fast phase lock, sythesize pulses with the proper
  45. offset frequency to correspond with the desired readout speed, and
  46. transmit this with enough signal to prevent capture of the reflection?
