  35. No...but I have considerable margin for error...Canada has legal
  36. immigration quotas of 250,000 per year, which I think includes
  37. refugees...the 1991 World Almanac which I have suggests the
  38. yearly immigration quota for the US is around 300,000 plus about
  39. 100,000 refugees...so at best legal immigration plus refugees
  40. in the US per year is less than half-a-million per year.

  42. Now there is about a factor of ten difference in population, as
  43. long as illegal immigration to the US is less than two million
  44. per year, Canada has a higher per capita immigration rate...if
  45. the US has an illegal immigrant for every legal one, say around
  46. half-a-million illegals per year...even then Canada's immigration
  47. rate still be over twice the rate per capita of the U.S.
