- Your best bet would be the National Capital Freenet, a free region-wide
- information service that offers internet mail among other things (I'm currently
- replying from it). This system only asks for donations of funds or equipment or
- volunteer help--no actual user fee (or fee of any kind). It operates at 2400 BPS,
