If there exists a "critical shortage" of software developers, then why is
it that so many MIS people possessing both solid working experience and
university education are out of work, specifically, in Montreal and
Toronto. One obvious reason, I suspect, is that many companies are afraid
to spend the money to get quality people; On many contracts that I have
worked on, I have witnesed cost-cutting measures that most often come back
to haunt the company.
