  20. Oregon was #2 but slipped down to about #8 this year. This was caused by
  21. the passage of a tax reform measure by the voters. It didn't actually 
  22. lower anyones taxes but it kept the legislator preoccupied enough that
  23. they didn't raise taxes as much as some other States did.
