  31. Nope, it was a regulation, one authorized, but not required, by existing
  32. legislation.  Congress tried to rewrite the law so that it would no longer
  33. countenance the regulation, but couldn't get the two-thirds to override 
  34. Bush's veto.

  42. Truman desegregated the military with an EO.  The President is Commander-
  43. in-Chief, constitutionally, which I would think gives him a great deal of
  44. discretion over the whole thing, but that's just an educated guess.
