  25. Yes.  In 1990 the Blue Cross/Blue Shield plan offered to federal employees
  26. took all employees regardless of pre-existing conditions, with no
  27. waiting period.  Some of the other health plans for federal employees
  28. do this as well; the HMOs offered to federal employees have the same
  29. gaps in coverage as HMOs offered to anyone else.

  31. There is some noise in Congress that it's wasteful to have 35+ health
  32. plans available to federal employees, and there should be fewer plans.
  33. I think employees with pre-existing conditions would be short-changed
  34. by changes to this.
