- Yes. In 1990 the Blue Cross/Blue Shield plan offered to federal employees
- took all employees regardless of pre-existing conditions, with no
- waiting period. Some of the other health plans for federal employees
- do this as well; the HMOs offered to federal employees have the same
- gaps in coverage as HMOs offered to anyone else.

- There is some noise in Congress that it's wasteful to have 35+ health
- plans available to federal employees, and there should be fewer plans.
- I think employees with pre-existing conditions would be short-changed
- by changes to this.
