  19. The Captioned Films/Videos Program is a federally funded program
  20. sponsored by the U.S. Department of Education.
  21.  
  22. It is a collection of "free loan" captioned films and videos for
  23. people with hearing loss.  Films and videos are "open captioned"
  24. and you do not need a decoder or special equipment to see the
  25. captions.

  27. The program offers nearly 5,000 captioned movies, self-help
  28. videos and continuing education films and videos.  They are
  29. absolutely FREE.  You only have to pay the return postage for
  30. the 16mm films.  The program pays ALL postage for mailing you the
  31. VHS videocassettes which come with prepaid postage labels.

  33. To qualify for this service, you must be hearing impaired or
  34. at least one member per family must have a hearing loss.
