Check around the local merchants in your area that do phone order, such as
florists, dept. stores etc. Find out what bank(s) they use and then go
to those banks. When they start to hassle you, confront them with the
names of merchants you found that do phone order through their bank.
Tell them either you want in, or they must cancel the florists etc. or
you will consider legal action for discrimination.. Policy should apply
to everyone, not just some...

Your mileage may vary, but it worked well for me. Try to deal with a high
officer of the bank, not just an account rep whose hands might be tied.
In other words, deal with those that make the policy, not those that only
follow it..
