  11. If, in the opinion of the ems team (emt or emt-p), the online
  12. medical control physician, and the responding ems supervisor the
  13. patient is incapable of caring for him/herself, and their is no one
  14. else available to provide competent such care, the decision is made
  15. btw ems and PD (not at the field level) to take the pateint into
  16. protective custidity of the city - in which case ems will x-port
  17.
