  14. In my hometown of Hampton, Virginia, the local newspaper often
  15. contains ads stating
  16.   Jay A. Smith is not responsible for the debts of Chris J. Smithers
  17.  
  18. Why do these exist?  Are these people fulfilling some legal requirement
  19. to notify potential creditors that they have stopped being responsible
  20. for the debts of a relative?  Are they combatting fraud?  It can't
  21. relate to the stolen wallet issue, because there are 2 names here. Virginia
  22. does not have community property, or common-law marriage.
