  20. short roads with small tolls which work out to very high per mile can
  21. skew the comparisons).

  26. Yup.  There was a danger that they would get their debt paid so the 
  27. "turnpike authority" (a quasi-governmental agency not subject to direct 
  28. legilslative oversight) suddenly discovered that they needed a $500M 
  29. (yes, one half BILLION) bond issue for "maintaince".  The governer (the
  30. only politicial I have really admired) is currently fighting them on
  31. that, though I don't know what the state of the battle is.
