  22.   I think the Kennedy Memorial Highway (I-95 in Delaware) is the highest
  23. on a per-mile basis.
  24.   I have to disagree about the relative conditions of I-80 vs. the
  25. PA Turnpike, too.  I drove both last summer and although the turnpike
  26. had a few sections which were quite new looking, overall it's probably
  27. the lamest toll road in the country.
