- To read at or above the actual speed. I don't think they are ever allowed to
- read higher. Looking at car and consumer magazines, I have never seen a speedo
- read below the actual speed.

- speed very accurately, and always round down, so this theory is out the window.

- Let's say your speedometer was reading 65 and he clocked you at 70. You are
- not "both right". You thought you were obeying the speed limit, but were in
- reality speeding. The fact that you didn't know you were speeding has little
- to do with the fact that you were.
