  29. The Clinton Administration is intending to nominate MARIO BAEZA 
  30. to the position of Assistant Secretary of State for Interamerican 
  31. Affairs (the position Bernard Aronson currently holds).
  32.  
  33. We have learned from Capitol Hill today that the Cuban American 
  34. National Foundation in Miami has mounted a strong attack against 
  35. Baeza in an attempt to stop his nomination.  The CANF is opposing 
  36. Baeza because they don't know him and he's not in their pocket.  
  37. In Miami, the Foundation has launched a redbaiting and 
  38. racebaiting campaign against Baeza (who is Afro-Cuban); they're 
  39. saying they don't want a black dictating their policies, that 
  40. Baeza is communist and soft on Fidel, etc.  The CANF has proposed 
  41. its own candidate for the State Dept. position, a Miami Cuban 
  42. named Simon Ferro.

  44. THE DECISION ABOUT WHOSE NAME TO PLACE IN NOMINATION WILL 
  45. PROBABLY GET MADE LATER TODAY.  WE NEED TO FLOOD THE STATE 
  46. DEPARTMENT WITH PHONE CALLS AND FAXES IMMEDIATELY.

  58. 1) STRONGLY URGE THAT THEY SUPPORT THE NOMINATION OF MARIO BAEZA 
  59. FOR INTER-AMERICAN AFFAIRS
  60.      We have good reason to be optimistic that, over time, 
  61. Baeza's positions on Cuba will be far preferable to current 
  62. policies.  We think that, given current political realities, 
  63. Baeza represents the best prospect we could hope for in the 
  64. Inter-American Affairs position.

  66. 2) WE NEED TO LET THEM KNOW THAT THEY MUST STOP LETTING THE CUBAN 
  67. AMERICAN NATIONAL FOUNDATION DICTATE U.S. POLICY!!!!

  69. The Congressional Black Caucus has already mobilized in support 
  70. of Baeza's nomination.  Peter Tarnoff at the State Department 
  71. favors Baeza as well, and he needs to know that there is 
  72. broadbased attention to this issue and that we support Baeza.

  75. On the other hand, Congressman Robert Torricelli has issued a 
  76. statement opposing Baeza's nomination.  And Baeza lives in 
  77. Torricelli's district.  This is another case of Robert 
  78. Torricelli's support of right-wing Cubans in Miami over his own 
  79. constituents.

  81. WE NEED A THOUSAND CALLS AND FAXES TO THE STATE DEPARTMENT--
  82. TODAY!!!

  84. IF WE LOSE THE CHANCE TO HAVE BAEZA NOMINATED, WE COULD LOSE THE 
  85. WHOLE BATTLE ON CUBA.

  89. COMMENTS FROM THE NICARAGUA NETWORK

  91. We know very little about Baeza and nothing about his views 
  92. toward Nicaragua, the US democracy intervention network, etc.  We 
  93. can, however, be relatively certain that if the Cuban American 
  94. National Foundation is opposing him that he can't be all bad.  He 
  95. is a lawyer with the Wall Street firm of Debevoise & Plimpton and 
  96. was the fifth African American to rise to the upper ranks of a Wall 
  97. Street law firm.  He has no diplomatic experience and has instead 
  98. been involved with privatization and cross border mergers and 
  99. acquisitions.  He is mentioned as a logical person to oversee the 
  100. North American Free Trade Agreement.  On the positive side, he 
  101. has been praised as having an open mind on Cuba and other issues. 
  102. The Nicaragua Network is not enthusiastic about Baeza's 
  103. nomination, however, we feel strongly that Jorge Mas Canosa's 
  104. Cuban American National Foundation should not have veto power 
  105. over the appointment, and most definitely should not have their 
  106. own person in the position.  Activists who are uncomfortable 
  107. making calls to support someone whose policy positions we do not 
  108. know, and whose business expertise would appear to be somewhat 
  109. antithetical to our efforts to defend and extend the gains of the 
  110. Sandinista Revolution, may want to put their emphasis on opposing 
  111. the influence of the Cuban American National Foundation.  The 
  112. CANF has its own candidate for the position, Simon Ferro, who we 
  113. can without question say we oppose.
