  16.     That's a mighty vague request. "Heavyweight" covers a lot of
  17. ground. 
  18.     Protecting data is also vague. If you want to protect individual
  19. bits of data, I suggest you examine various encryption techniques. If
  20. you want to set up system wide access control with mandatory labeling
  21. of objects and so forth (a la orange book) then you're going to be
  22. looking at interesting issues with respect to export control and
  23. so forth.
