- Previous notes took the opposite stand but I doubt if it is the recent, fresh,
- inexperienced graduate that is the cause of the Software Process NOT working.
- After all if an organization already has a decent Software Process in place,
- then most probably the newcomer will adjust and grow into it. Here in Austria,
- I have seen many organizations that are at the Initial Level of the CMM. In
- such organizations I observed that the people in power were the ones that rose
- up in the organization heirarchy and that their knowledge of modern Software
- Development technology was absolute zilch. Such people probably wrote in
- Assembler light years ago and now control the entire Software Development process
- for their organization. In such cases I believe it is primarily management
- inaction/ignorance and refusal to get educated that is the cause of the
- problem. The change has to come from the Top down.
