The reason it isn't a subprogram is because it is an executable of its own. Instead of trying to execute NET LOGON and NET LOGOFF, try just typing LOGON and LOGOFF. The parameters are a little different (/dom [domain] in DOS, /d [domain] in OS/2) but you
should have on-line command reference. Just look in there for specific parameters
NOTE: Lan Requestor 3.0 with Peer Services is a little different (added parameters).
