  17. Yes.  An application can choose not to let the system handle all the
  18. default processing for the relevant messages and this effect can be
  19. produced for individual apps.  To affect the entire system, the
  20. default handlers (part of PM) would have to be altered, but it isn't a
  21. major change, as far as I can tell.
