  25. It's also illegal, precisely because it is a scam.  It's also now allowed
  26. on most systems on the net and the sysop of the originator should be
  27. notified so they can restrict this guys access or take any other actions
  28. they deem necessary.  Tarring and Feathering comes to mind.
