  20. As I have commented before on this issue.  There is not a recognized agreement on 
  21. the folowwing terms from your request:

  23. 1) good
  24. 2) data dictionary
  25.  
  26. Given the lack of agreement it masy be necessary to start withthe specification 
  27. of what you want your "data dictionary" to accomplish for what audiance.  
  28.  
  29. Active dictionary?  Passive? 
  30.  
  31. Many environments or a single environment? (OP sys, DB, communications software,
  32.    Languages etc.)  
  33.  
  34. Get any group of "qualified" professionals together and ask them to describe a
  35. datadictionary.  Expect at least N+1 descriptions for every group of N participants.
