  18. There is an established procedure for creating newsgroups, including a
  19. period of dicussion about names, charter, and so on, followed by a vote.
  20. Please follow that procedure and don't try to carry out the whole process
  21. here.  It will just have to be done over.  This procedure exists, in part,
  22. to keep the whole net from being choked with messages from random guys who
  23. think a new newsgroup would be cool.  This generates a lot more traffic
  24. than most of us want to see.
