I am not sure I understand this Dave. How would you expect an editor to know
if some reviewer knows the author? Surely, it is up to a reviewer to send back any paper to an editor when the reviewer feels he/she cannot referee that paper
without bias towards/against the author; the latter in a situation where
the work the paper reports is in direct competetion with that of the reviewer.
I have certainly sent back a paper to an editor under such a pretext.
