  22. as getout when, on Face the Nation yesterday, the interviewers brought
  23. up his 5 page memorandum on how to get this particular act past congress
  24. and the military. In fact the memo initially stated that the an
  25. executive order probably would NOT stand as congress had a large enough
  26. group to pass a law in the other direction!
