  13. "Concurrent with the start-up of the euthanasia exterminations, Hitler
  14. authorized Himmler to establish a Race and Resettlement Office under the
  15. aigis of the SS. It was the Race and Resettlement Office that was to be
  16. responsible for the `racial' purification of the Reich and the establishment
  17. of a Nordic empire. On October 17, 1939, Keitel summoned the victorious
  18. Wehrmacht generals for a lecture from the Fu"hrer, who ranted: `The
  19. increased severity of the racial struggle permits of no legal restrictions.
  20. Jews, Poles, and similar trash are to be cleared from the old and new Reich
  21. territories.' Eigh million Poles and 800,000 Jews were to be transported
  22. from the annexed portion of Poland into the government-general, and replaced
  23. by ethnic Germans repatriated from the Baltic lands, the Balkans, Russia,
  24. and the Italian Tyrol -- even though, in large part, these Germans had
  25. emigrated generations before.

  27. To `render harmless' the Polish intelligensia, political and religious
  28. leaders, Jews, and anyone else who might, theoretically, rally an
  29. opposition, Heydrich established SS Einsatzgruppen (action groups). The
  30. Einsatzgruppen rampaged over the land, terrorizing and killing. Selections
  31. for execution were haphazard. Sometimes the commandos erred and included
  32. ethnic Germans whom they mistook for Jews. Shootings were carried out
  33. publicly to heighten the climate of fear. A Werhmacht intelligence officer
  34. reported: `Arrests were almost always accompanied by looting. Evacuations
  35. were carried out and blocks of houses were cleared at random, the
  36. inhabitants loaded into lorries at night, then taken to concentration camps.
  37. Actions against the Jews were carried out with the most serious excesses. A
  38. number of Jews were driven into a synagogue, where they had to crawl,
  39. singing, between the benches. Forced to take down their trousers, they were
  40. continously whipped by the SS men on their bare behinds. A Jew who out of
  41. fright dirtied himself was forced to smear the excrement onto the faces of
  42. the other Jews.

  44. `After about fifty Jews, who had been used during the day to repair a
  45. bridge, finished their work in the evening, two SS men drove them into a
  46. synagogue and shot them all without any reason.'<a>

  369. Today I can confirm that our objective, to solve the Jewish problem for
  370. Lithuania, has been achieved by EK 3. In Lithuania there are no more
  371. Jews, apart from Jewish workers and their families.

  376. 4 to 5 Km.

  381. I consider the Jewish action more or less terminated as far as
  382. Einsatzkommando 3 is concerned. Those working Jews and Jewesses still
  383. available are needed urgently and I can envisage that after the winter
  384. this workforce will be required even more urgently. I am of the view
  385. that the strelization programme of the male worker Jews should be
  386. started immediately so that reproduction is prevented. If despite
  387. sterlization a Jewess becomes pregnant she will be liquidated.
