  10.   Read in today's paper that CA's new seatbelt law is being "strictly
  11. enforced."  They also said that if you have any prior violations (not
  12. just seatbelt violations) the fine is substantially higher.  They went
  13. into the case of a passenger who was fined $115 for not wearing his
  14. belt.

  16.   Now the question is, what if the passenger "neglected" to bring any
  17. identification with him?  What's the cop gonna do in this case?  Since
  18. he wasn't the driver he can't be cited for driving without a licence.
  19. A cop could ask you your name and you could tell him, but you probable
  20. (honestly) could not remember you DL #, and unless they have that it's
  21. very difficult to uniquely identify you.  Sounds like a way to fuck up
  22. enforcement of this law.
