- Read in today's paper that CA's new seatbelt law is being "strictly
- enforced." They also said that if you have any prior violations (not
- just seatbelt violations) the fine is substantially higher. They went
- into the case of a passenger who was fined $115 for not wearing his
- belt.

- Now the question is, what if the passenger "neglected" to bring any
- identification with him? What's the cop gonna do in this case? Since
- he wasn't the driver he can't be cited for driving without a licence.
- A cop could ask you your name and you could tell him, but you probable
- (honestly) could not remember you DL #, and unless they have that it's
- very difficult to uniquely identify you. Sounds like a way to fuck up
- enforcement of this law.
