  17. Well, one thing I submit is that with the breakup of the Soviet Union,
  18. there really isn't a darn thing that anyone can do if the U.S. wants
  19. to do something abroad. Most countries are quite aware that the U.S.
  20. is the only game in town anymore. During the Persian Gulf War, you
  21. noticed the U.S. stepping lightly so as not to arouse the Soviets.
