  30. "I came on watch at 2200 hours. Proceeded to the bridge to exchange watch
  31. with OOD. On the way up I noticed suspicious behavior on the part of the
  32. boatswain's mate. At first, I could not clearly see what was going on, 
  33. as the smoking lamp was on, and upon exiting the superstructure the 
  34. darkness kept me from seeing for several minutes. What caught my attention
  35. was the fact that there appeared to be several men on deck engaged in
  36. some sort of perverted sex act.  There is no reason for anyone to be on
  37. deck at this time, and I slipped behind the ASROC structure to observe
  38. and listen until my eyesight adjusted.  After several minutes, I then 
  39. observed boatswain's mate Goddard on his knees fellating another sailor
  40. on deck. Several others were gathered around, possibly awaiting their 
  41. turn. I cannot recall actually seeing that it was the boatswain's mate,
  42. the darkness prevented that, but all involved were referring to "Phantom
  43. which is, I understand, the boatswain's mate's nickname.  This went
  44. on for several minutes until I was sure of the identity of most involved
  45. and confronted the group.  All immediately scattered below decks, except
  46. for the boatswain's mate. He apparently was still pulling up his pants
  47. and unable to run. I then informed the sailor of the fact that he was
  48. to immediately report to the bridge whereupon I informed the Captain
  49. of the charges to be brought forth."
