  27.   Exactly.  The point is not just fly over and make some noise.  Instead,
  28. when using force, it must be sufficient to generate the political result
  29. that is desired.  Any less is foolish and wasteful.

  31.   And I doubt Powell was suggesting we carpet-bomb Baghdad.  Destruction
  32. of population centers has been somwhat discredited since WWII.  It would
  33. certainly not work here.
