  25. emphatically *NOT* censorship for someone to refuse to provide you, gratis,
  26. with a publication.  It's not even censorship for him to refuse to sell you
  27. said publication.   CENSORSHIP is when someone tries to prevent a party, USING
  28. THAT OWN PARTY'S RESOUCES, from publishing something, or to prevent you from
  29. buying that publication.  Using the implicit definition of SEA's statement
  30. above, it's censorship when a scientific journal refuses to publish something
  31. that doesn't meet their stated criteria for publication.  Censorship is a bad
  32. thing.  Please *DON'T* undermine protections against it by using the term to
  33. mean something that is most emphatically _*NOT*_ censorship!"
