- emphatically *NOT* censorship for someone to refuse to provide you, gratis,
- with a publication. It's not even censorship for him to refuse to sell you
- said publication. CENSORSHIP is when someone tries to prevent a party, USING
- THAT OWN PARTY'S RESOUCES, from publishing something, or to prevent you from
- buying that publication. Using the implicit definition of SEA's statement
- above, it's censorship when a scientific journal refuses to publish something
- that doesn't meet their stated criteria for publication. Censorship is a bad
- thing. Please *DON'T* undermine protections against it by using the term to
- mean something that is most emphatically _*NOT*_ censorship!"
