  34. During the presidential campaign, Clinton expressed support for the so-
  35. called "Cubn Democracy Act".  This bill, which was approved by Congress
  36. last September and was signed into law by Bush in October, is designed to
  37. tighten the economic and trade blockade against Cuba.  As president,
  38. Clinton will have the authority to decide how rigidly to enforce this law. 
  39. As president, Clinton will have the authority to issue executive orders
  40. which could end the blockade and lift travel restrictions to Cuba.  As
  41. president, Clinton can take the steps necessary to finally bring sanity to
  42. our nation's relations with Cuba.
