  14. Regarding jayson Flick's note on transportation planning,
  15. even if one were able to undermine the culture of avarice
  16. which underlies and undermines planners' attempts to address
  17. urban congestion problems, there is an equally intractible problem:
  18. the U.S. population will probably reach 400 million within 50 years.
