  29. The FOCA is unconstitutional--Congress is using the FOCA 
  30. to define fundamental Constitutional rights.  Congress 
  31. does not have that authority, because the federal government
  32. can only exercise powers relinquished by the states or
  33. the people.

  35. My indecision regarding state abortion legislation has 
  36. absolutely nothing to do with the constitutionality of
  37. abortion legislation.  I'm mostly concerned about the 
  38. effects of legislation on the health and welfare of
  39. women and children.
