  37. than the truth.  I also don't share your inability to read -
  38. I've seen people use the modifier "restrictive" for the
  39. word "legislation" here repeatedly.  I know what they mean.
  40. It's a pity, but not a shock, that you don't know what is
  41. meant by the term "legislation."  I'd suggest a dictionary,
  42. since context hasn't helped you.
