  18. Are you sure you're not thinking of judicial review?  The congress has no  
  19. power to "strike down" anything.  The best they could do is enact a federal  
  20. statute that was in conflict with the Colorado state constitution.  Even then,  
  21. it could still be tied up in the courts for years...
