  29. I think he had Congress's backing, i.e. the appropriations bill
  30. said that highway funds would only go to states with a drinking
  31. age of 21.

  33. If Congress did a similar thing with Colorado, there'd be no
  34. problem. But if Congress passes an appropriations bill that sends
  35. money to Colorado, I don't think the President has the legal
  36. authority to interfere. (He can stall the money extralegally, but
  37. that's always a risky thing for a politician to do...)

  39. And I *don't* think Congress would do it. The First Congressional
  40. Commandment is "Thou Shalt Keep Thy Ass Covered", and not many
  41. Congressfilk have the guts to pass a gay-positive law as sweeping
  42. as the suggested funding one would be.
