- I think he had Congress's backing, i.e. the appropriations bill
- said that highway funds would only go to states with a drinking
- age of 21.

- If Congress did a similar thing with Colorado, there'd be no
- problem. But if Congress passes an appropriations bill that sends
- money to Colorado, I don't think the President has the legal
- authority to interfere. (He can stall the money extralegally, but
- that's always a risky thing for a politician to do...)

- And I *don't* think Congress would do it. The First Congressional
- Commandment is "Thou Shalt Keep Thy Ass Covered", and not many
- Congressfilk have the guts to pass a gay-positive law as sweeping
- as the suggested funding one would be.
