  10. The Tethered Satellite System should be a case that fits NASA's role perfectly 
  11. - a research program in a new field. However, even that program was frought
  12. with the burden of the "old" NASA. The current program managers probably
  13. couldn't even name the program managers who were responsible for the original 
  14. design.

  16. Howver, there is a big difference between NASA engaging in basic science, and 
  17. NASA operating a launch system.
