  12. business: the only certainly is that the probability of being wrong is high.

  15. the key technologies, we may know whether the SSTO
  16. concept is viable. The question is: do you support a SSTO test
  17. program, or do you believe the concept is so flawed that it is
  18. pointless to test the technologies?
