  22. The basic idea, I believe, was to force aircraft to fly higher in
  23. order to avoid the cables.  This would then decrease the accuracy of
  24. the bombing.  I have seen photos of twin balloons with a cable strung
  25. horizontally between them, and a "net" of cable descending from this
  26. for a small distance.

  28. Effectiveness?  Well they seem to have been popular enough, but I have
  29. no real data.
